Alexander Gusev: "We have to build the confidential relations with municipal authority"

22 August of the acting the governor Alexander Gusev took part in general meeting of Council of Municipalities <11> Voronezh Region Association.

At meeting there were heads of municipal areas, city and rural settlements, and also representatives of territorial bodies of federal public authorities, heads of departments and managements of Government of Voronezh region and power structures.

Welcoming the gathered, Alexander Gusev thanked them for work and paid attention that in 2018 MO WO'S council celebrates anniversary – 15 years from the date of creation.

- For these years the Association found the place in system of the public and municipal administration rather on a joint of these branches of the power, and is the important instrument of interaction. Such binding body which would allow to consider problems and interests of municipalities at the level of Government of Voronezh region is certainly necessary. Today we actively interact in development questions not only concrete municipalities, but also strategic developments areas as a whole. At regional level it is very important to understand pressing problems which exist on places, and these problems have to become a basis of tasks of strategic development the region, - Alexander Gusev emphasized.

- Unfortunately, there is a mistrust between power levels, and we have to overcome it because only the uniform team will allow us to achieve progress. We have to understand that on places there are the people, capable to cope with tasks which are set for us by the population, but they have to have a resource for execution. Along with trust the stage essential controls behind the correct and effective use of resources which will come to municipal level – from the point of view of both absence of desire to trade on them, and receiving the maximum effect is required. To it all need to be ready, - told the acting the governor.

In the welcome speech the head of the region again touched upon a hot subject of personnel transformations and updating of system of public administration. Start was the day before given to competition in an open personnel reserve of Government of Voronezh region, and Alexander Gusev called heads of administrations of municipal areas and city districts, and also heads of settlements actively to get into this gear.

- you have to be conductors of opportunities among people surrounding you, in your territories. We know and we understand that we have enough talents. It is important to see them, to open, attract and use for the benefit Voronezh Region and her inhabitants, - the head of the region added.

Supporting the developed tradition at meeting of MO WO'S council to note especially caused a stir, Alexander Gusev handed over to chapter of Administration of the municipal district Liskinsk of the Voronezh region to Shevtsov Victor, recently noted the 70 anniversary, an award Nevsky Alexander – for achieved labor success, vigorous public work and long-term conscientious work. Also regional awards were handed over to heads of administrations of city and rural settlements.

The speaker of Oblduma also thanked Association for fruitful work and the daily solution of the questions connected with quality of life of the population.

It briefly shined the main directions of development local government in the region and a number of problem questions, often characteristic for all municipalities or the majority. The speech, in particular, went about financial and economic providing, about integration of rural settlements due to change of territorial division, population involvement to self-government implementation.

Some more the questions mostly concerning the social sphere, were lifted in speeches of the prosecutor Voronezh Region Nicholas Shishkin and heads of municipalities and in notes from the hall, arriving in presidium throughout all council. In end of a meeting Alexander Gusev commented on all arrived questions and remarks, in particular, agreed that the translation of tax receipts in an electronic form was premature – not all inhabitants of rural areas have an access to Internet, and thus they become unintentional debtors. The head of the region declared that receipts will arrive in a habitual paper look.

Besides, the acting the governor addressed to Association with an assignment within a month to work a technique of distribution of means on the basis of which the authorities will be able to make the decision on increase of compensation of municipal employees.
