Visloguzov Youri Aleksandrovich Altai Territory. Ended the Barnaul normal school (elementary school teacher), the Gorno-Altaysk teacher training college, Novosibirsk higher party school.

C 1966 for 1970 – the mathematics teacher at Malakhovsky and Zavetilyichevsky schools Aleisky district Altai Territory and from 1970 to 1973 the director of Zavetilyichevsky eight-year school. From May, 1973 to April, 1975 – the head of department of national educations Aleysky district executive committee (Aleysk Altai Territory). From 1975 to 1977 – the first secretary of the Aleysky GORKOM VLKSM and from July, 1977 to 1983 – the vice-chairman of the Aleysky Executive Committee of the City Soviet of People's Deputies Altai Territory.

From August, 1983 to July, 1987 – the chairman of Pospelikhinsky district executive committee Altai Territory and from July, 1987 to April, 1990 – the first secretary of Egoryevsky RK CPSU Altai Territory, and since April 1990 till October, 1991 – the first secretary of KPSS Group of Aleysk, then, till November, 1991 – the vice-chairman of Aleysky district executive committee. From November, 1991 to December, 1996 – chapter of Administration of the Aleisky district of the Altai Territory.

Since December, 1996 – the deputy of chapter of Administration of Altai Territory, and since February, 2003 - UPOLNOMOCHENNY PO PRAVAM CHELOVEKA V ALTAYSKOM KRAE.
