Within the next opening of art exhibitions "Artperedvizheniye" - this time exhibition opened in a small town of Medyn Kaluga Region - we have a talk with director general NPO "FRMIG", the associate professor of department of political science of Finance university, Financial university Shchegolkov Yu. Why this time you arrived to Medyn? How the small cities can participate in this project?
Everything is quite simple: we try to visit each small city Central Federal District where there is a gallery or the museum. This year exhibition to Kaluga Region already took place in Maloyaroslavets, Zhukov and Obninsk, in the past was shown in Kaluga and Borovsk. Ahead Yukhnov, Medyn, Kozelsk and Tarusa. Exhibition has no temporary borders: for us each new opening is an occasion to gather with the local intellectuals, all interested people and to talk that it is necessary to make that each small city of veins is better. "Artperedvizheniye" already visited 27 cities, and in each city it is a big event.

News about exhibition are actively published in local mass media. Any small city can participate in our projects – to send the demand enough, and we to you surely will arrive. As I already told, we visited 27 cities – in Kaluga Region, Tver Region, Moscow Region, Yaroslavl Region, Ryazan Region, Tula Region, Vologda Region and Volgograd Region. And plans at us – gromadye.
As "the Real Russia" began our project which we called "the Real Russia" - the project, first of all, public, answering to moods of inhabitants of the big cities wishing somehow to help inhabitants of the cities of small, which owing to various economic and social reasons endure the crisis period. (At once I will note: it not only the Russian problem – the similar phenomena can be observed and in very even the safe countries of the world). Now, actually in "the Real Russia" it is informal (we have no obligatory membership), the word or business, more than 100 people participate. These are artists, photographers, journalists, musicians, teachers, students, marketing specialists, experts of the sphere of tourism and hospitality. The number of participants grows every year, today it not only and not how many Muscovites, but first of all inhabitants of the small cities – participants of our projects. in 2013 when I published in Social network Facebook the address which was supported by my friends and colleagues journalists. Sense of the address: to us, to inhabitants Moscow is time "to fall by the earth" and to understand that Real Russian Federation is not the capitals, inherently, become multicultural gigapolicies, namely the small cities in which else it is possible to understand our history and cultures to take pleasure in beauty of our nature, there live the real people. And these cities should be helped because many of them go through very difficult times. Ya then "Tourism" in information agency "RIA Novosti" worked as the head of edition. Our first publications left in September, 2013: we started writing about the small cities Tula Region. But to write – to draw attention to problems of the small cities – a little. What to do? What to do in the city in which all enterprises were closed, from where there left social services where the majority of buildings – is empty? We found how we consider, the unique for today decision for such cities – every possible development tourism and culture spheres. Tourism as the branch of economy can become the driver of developments the small cities. We speak about it everywhere – at our conferences and seminars, meetings with city administrations, at hearings in State Duma of the Federal Assembly of the Russian Federation or Council of Federation of the Federal Assembly of the Russian Federation. But how to develop tourism, when there is no money? (And they never are not present, especially in the small cities). So there was an idea of the Fund which tasks there would be development of various programs of developments for the small cities and search of financings for these programs. The fund was created two years ago. Today we work according to more than twenty various programs and several separate projects. All of them are financed by the organizations and the individuals who are in Moscow. the Exhibition "Artperedvizheniye" is one of our network programs. Besides, we spend city holidays and festivals, we will organize seminars and conferences of the All-Russian scale where inhabitants of the small cities exchange experience in the solution of the problems. the Main areas of work of Fund – research of tourist capacity of the small cities, advanced training courses and other educational tourism and city marketing seminars, advance of brands of the small cities in Moscow and other cities Russian Federation, direct implementation of tourist programs, direct charity. One of our last projects – creation of art residences in the small cities. The project is called "The house of the artist": we are going to redeem the ownerless or thrown old houses, to repair them and to create in them showrooms and studios for city artists. Now we began preproject works in four small cities – Chekalin, Venyov and to Odoyeva Tula Region and Horodnia Tver Region. In total we plan to create a network from 20 such art residences. serious support and to independent city newspapers. During 2019-2021 the Fund plans to develop a network from 20 city newspapers similar to the <22> Borovsk -my heart edition. Besides, we will organize departures of volunteers, we carry out massive public campaigns for collecting charitable means. For example directly now we raise money on repair Recreation centers in Chekalin Tula Region is the smallest city Russian Federation, in it there live about 700 people. Money gather not for the fund account, and directly into accounts of those organizations to whom we give help.
