We more than once wrote how this problem try to solve on the Crimean Yuzhnoberezhye, however for Simferopol it is not less actual. Almost at each high-rise building it is possible to meet the front garden fenced with a fence from a grid chain-link. On the private sector it is impossible to pass: people took out the fences to the edge of the carriageway. And still garages, barriers, stoppers...

In general by new rules of improvement inhabitants of the private sector are obliged to look after independently the territory of the city adjacent to their sites — from a fence up to the carriageway. The sidewalk has to be repaired and gardening is carried out. And trees should be cut so that the bottom branches did not disturb passersby, and top — to electricity cables. All the actions thus need to be coordinated with City administration that streets after all corresponded to any general style. This norm extends not only on individuals, but also on shops, offices and the other organizations located in the private sector. In a word, in principle, all citizens have to be involved in business of improvement of the capital.

However specifics of domestic mentality such is that nobody will begin to improve a site until it does not privatize. That is will not fence. One more approach: that to the earth in vain to vanish when on it it is possible to put, for example, garage? In such simple way many inhabitants of the private sector increase the area of the households that, by the way, by the law is regarded as self-capture.

Lukashev Igor, head of administration Simferopol:

"It is shocking. Similar garages and fences partition off sidewalks, as a result passersby, including children, are compelled to come to the carriageway, thereby endangering itself. This violation of the law. To people the earth was allocated, on it they and have to be under construction. All other territory is intended for objects of improvement: sidewalks, gardening and road networks".

Since the beginning of year the administration checked 520 streets and revealed about 240 spades on the public territory large constructions, plus of about 80 — metal fences. To owners of these designs instructions about voluntary demolition were taken out. If the citizen within a month does not take the appropriate measures, illegally built constructions will be dismantled forcibly with the subsequent collecting from the violator of the expenses incurred by administration.

After establishing order in the private sector the following on turn will be the violators who have occupied public space round apartment houses. Various extensions, front gardens, kitchen gardens and the sheds constructed here and there, will be gradually, but systematically to communicate. Improvement — a thing good, but it has to be carried out within the law.

In the private sector it is a limit of an otmezhevanny plot, in multystoried areas — the line along house walls. "The red line" forms a street road network corridor in which any building, except the objects necessary for the organization of engineering communications, and also improvement and gardening elements is excluded. All the rest has to be demolished as upon is a self-system.

Should tell that owners, as a rule, do not hurry to dismantle illegally built objects independently: hope that the city authorities further issue of the instruction about demolition will not go. Therefore everything that is constructed illegally and prevents citizens to live and move normally on the city, will be liquidated. It is necessary to tell that severe standards do not deprive of people of the right for life in beauty and a cosiness. It is simple to improve space round itself it is necessary under the law: after all we live in the city, instead of in the wild nature.

with the moment of coordination of project documentation on construction and belongs to duties of the builder. It is necessary to do it not as to whom will take in head, and in strict accordance with qualifying standards. The city has to have a certain person therefore any actions directed on modification of space beyond limits of "the red line", it is necessary to coordinate with the city authorities".

"For this year we issued 402 acts on demolition of garages which stand in a security zone, on nurseries and sports grounds. People established them once, and, maybe, at the Soviet power they even had on it allowing documents, but now, as a rule, owners use these constructions illegally. If inhabitants want to make improvement in the yard, but cannot because to them stir garages, they have to ask for the help in our department. We will meet owners of these objects and we will make the decision on demolition".

I, at last, one more type of city architectural amateur performance — various stoppers and barriers which citizens without any permission establish on entrances to the yards of apartment houses. According to standards, any protecting designs are illegal. Near high-rise buildings there have to be the guest parkings available to everything, and not just to residents of the house. Not to mention that such designs disturb movement of pedestrians and do not allow to pass to special transport (for example, to ambulance and firefighters).

that citizens do not want that by their houses cars incessantly rushed, and try to accept any measures. But for this purpose it is not obligatory to violate the law. It is possible to address in department of municipal economy. It is authorized, for the sake of tranquillity of inhabitants of an apartment house or the area in the private sector, to establish the corresponding road signs or "lying police officers" which traffics will reduce speed.
