the report of the deputy chief of UTO and shopping Mall <7> of Amichba T. I. on STC RA activity for last year in which it was noted that the foreign trade turnover of Abkhazia for 2016 made 24 billion 550,1 million. rubles that on 2 billion 578,8 million rubles is more, than for the similar period of 2015. Export made 5 billion 462,1 million rubles, import – 19 billion 088 million rubles. Following the results of 2016 the control indicator on charge of customs payments is executed for 95%, in the Republican budget 1 billion 705,2 million rubles are transferred that on 792 million rubles it is more, than for the similar period of 2015 (913 million rubles). Significant growth in a collecting of customs payments is connected with the Law RA "About Tax on a Value Added" which has taken effect since January 1, 2016. From coming into force of the above law, tax on a value added became one of main types of customs payments to which share 46% of the general receipts fell. Planned indicators on the VAT for the considered period made 781,1 million rubles, the sum of charges on the VAT made 768,7 million rubles, the plan for the VAT is implemented for 98%. In customs office "Gal" work on the following main directions was conducted: customs control goods and the vehicles moved through customs border, fight against offenses, statistics and the analysis. For the reporting period 2,5 thousand tons of a nut were issued. In the form of customs duties and the customs duties 32 million rubles are added. To this day we observe, practically, lack of export of a nut because of the low price in the world market. In a year 45 offenses, generally concerning imported goods were revealed.

the Chief of Biological Monitoring Department and TP STC RA Dzkuya R. V., informed board on activities of department for fight against smuggling and customs offenses of STC RA. For last year 210 various actions were realized, 40 administrative offenses are revealed. 93% from them – not declaring or doubtful declaring of goods, 7% – movement through border besides customs controls. The total cost of goods, revealed at violation of the current legislation of STC RA, made 1 million 777 thousand rubles. The sum of the added penalties – 1 million 668 thousand rubles that is twice higher than the similar period of previous year. Violations are revealed when importing excise goods (in most cases when importing tobacco products), manufactured goods, textiles, household appliances.

In completion of meeting of board the Deputy Prime Minister of RA, the minister of finance Serikov D. M. noted positive dynamics of activity of STC RA for last year and gave a number of recommendations about need of strengthening of work regarding formation of the special customs statistics based on more detailed analysis of imported and exported goods that will undoubtedly allow to carry out the comprehensive analysis on each concrete activity of customs authorities of the republic.

In the conclusion, members of the colleague made the decision - to recognize satisfactory activity of State customs committee Republics of Abkhazia for 2016.
