Today Murmansk region prosecutor's office on supervision of performance of laws on especially sensitive sites took out a protest on the decision of Council of deputies Zaozyorsk about appointment of the acting as chapter City administration.
the Prosecutor's office noted that this decision "conflicted to the current legislation, it is accepted beyond the scope of the conferred powers".
as arguments in favor of this statement in the public prosecutor's document it is approved: "appointment of the official as the acting as Glavy ADMINISTRATION CLOSED ADMINISTRATIVE-TERRITORIAL EDUCATION ZAOZYORSK MURMANSK OBLAST does not belong to powers of Council of deputies BUT Zaozyorsk".
that Masorina Helena, appointed the acting head, has the admission to state secret in a form three, and this position requires the second admission — to documents with a signature stamp "confidentially" and "top secret".
As Severpost well reported toan informed circle, beyond the scope of a public prosecutor's protest there was one more complexity. The matter is that the signature Masorina Helena tells nothing in treasury. So, it has no right to sign documents for allocation of money for compensation of municipal employees.
Meanwhile, under the law at Council Zaozyorsk are, at least, ten days on consideration and satisfaction of the requirement of the prosecutor. And the requirement in a protest one — to cancel the decision Council of May 22.
