It is established that two locals consist on the dispensary account with diagnoses "the syndrome of dependence caused by harmful alcohol intake" and "the syndrome of dependence caused by the harmful use of other stimulators ("salt")". Thus they have driver's licenses on the right of management of vehicles.

According to the Art. 28 Federal laws "About traffic safety" the basis for the termination of the right for management of the vehicle are deterioration of health of the driver, interfering safe management of the vehicles, confirmed with medical certificate.
