Na meeting of expert group of subcommittee on legislative ensuring protection of the rights of the indigenous small people of the North, Siberia and Far East Russian Federation Committee State Duma of the Federal Assembly of the Russian Federation for nationalities recommended to suspend the bill prepared by Federal agency for nationalities to Russian Federation "About modification of Federal law of the Russian Federation of 7 May 2001 No. 49-FZ "On lands and territories of traditional natural resource use in the North, Siberia and the Russian Far East".

the Draft of the federal law "About modification of Federal law of the Russian Federation of 7 May 2001 No. 49-FZ "On lands and territories of traditional natural resource use in the North, Siberia and the Russian Far East" makes amendments to the existing Federal law of the Russian Federation of 7 May 2001 No. 49-FZ "On lands and territories of traditional natural resource use in the North, Siberia and the Russian Far East", accepted in 2001.
"The new bill without sufficient and weighty argument reduces level of protection of the rights of the indigenous small people of the North, Siberia and Far East Russian Federation, bringing territories of traditional environmental management – the central concept of the current law – out of category of especially protected territories, and also narrowing the content of the specified concept.
Also the bill provide introduction new "managing subjects". Meanwhile article 3 Federal law of the Russian Federation of 7 May 2001 No. 49-FZ "On lands and territories of traditional natural resource use in the North, Siberia and the Russian Far East" as a subject of regulation calls the relations in education area , protection and use of territories of traditional environmental management for maintaining in these territories of traditional environmental management and a traditional way of life the faces belonging to the small people, and communities of the small people. Thus, offered new provisions are beyond regulation of the federal law.
the Bill establishes to br not the rule corresponding to the nature of traditional environmental management according to which the indigenous small people is obliged to conclude agreements with public authorities about use of territories of traditional environmental management. Projected article of the law does not establish accurate rules about the parties and contents of the agreement, procedure of its conclusion.

The order of educations territories of traditional environmental management of the indigenous small people becomes complicated.

Thus, the offered bill causes emergence of contradictions to the legislation Russian Federation, and does not provide sufficient level of protection of the rights of the indigenous small people on traditional environmental management, and the stated conditions of use by territories of traditional environmental management are directed, first of all, on protection of interests of managing subjects", - the People's Deputy explains.
