since January 2017 Federal laws of 13.07.2015 No. Federal law of the Russian Federation of 30 December 2004 No. 218-FZ "On Credit Histories" "About the state registration of real estate", and also about results of work of Management in new conditions and the main objectives facing Management in 2018.
the New legislation significantly reduced terms of implementation of state services Federal Registration Service. So, instead of 18 working days by the former legislation – till 7-9 working days on the average, and for separate types of registration actions according to the documents provided in electronic form, – till 1 working day.
the procedure of uniform procedure on statement on the cadastral accountand registration of the rights for real estate Is established to
, and also concrete cases when real estate object registration without registration of the rights for it is allowed are defined.
Investment of Management with functions on implementation of the state cadastral accounting of real estate caused certain difficulties in work at the beginning of 2017.
During this period observed increase in number of stay at implementation of registration actions. However Management managed to lower a share of suspensions of the state cadastral account from 31,7% to 16,9%, at an average value on Russian Federation – 17%.
the Essential role in reduction of number of stay in implementation of registration and registration actions are played by activities of the Appeal commission created in April for consideration of statements for the appeal of decisions on stay of implementation of the state cadastral account or decisions on stay of implementation of the state cadastral account and the state registration of the rights at Management.
For further decrease in number of stay and refusals by Management in 2018 it is planned to carry out actions for centralization of the state cadastral account to Moscow region on the basis of uniform specialized department.
