B 2018 expenses of the Pension fund on provision of pensions of Russians will grow on 279 billion rubles and will make 7,15 trillion rubles. Expenses on social payments will grow by 11,8 billion rubles and will make 981 billion rubles. Such data contain in the Federal law "About budget RPF for 2018 and on planning period 2019 and 2020". Income budgets fund regarding insurance premiums for obligatory pension insurance for 2018-2020 is created proceeding from a tariff of an insurance premium of 22% from the sums to one million twenty one thousand rubles of limit size of base and a tariff of 10% from the sums of payments, exceeding the limit size of base for charge of insurance premiums.
the Budget RPF are provided by increase in insurance pensions taking into account temporary change of an order of indexation of insurance pensions. Indexation of pensions will be carried out according to the current legislation taking into account an index of growth of a living wage of the pensioner for 2017.
So, insurance pensions, including the fixed payment, unemployed pensioners since January 1, 2018 will be increased by 3,7 percent. The amount of the fixed payments after indexation will make 4 982,9 rubles a month, cost of pension point — 81,49 rubles (in 2017 — 78,58 rubles). The average annual size of an insurance old-age pension will grow to 14 075 rubles (161,3 percent to a living wage of the pensioner).Since February 1, 2018 the amount of monthly monetary payments (EDV) which is received by federal exempts, will be indexed on an expected rate of inflation in 2017 – 3,2%.
by Pensionon the state provision of pensions, including social, since April 1, 2018 will be raised to working and unemployed pensioners for 4,1 percent. As a result of the average annual size of social pension will grow to 9 045 rubles (103,7 percent to a living wage of the pensioner). The average size of social pension of disabled children and disabled people since the childhood of the first group will make 13 699 rubles.

B 2018 the Pension fund will continue issue of the state certificates on a maternity capital, and also payment its means. The size of a maternity capital next year will not change and will make 453 026 rubles.

the Budget the Pension fund for 2018 is balanced byaccording to the income and expenses, in the part which has not been connected with formation of pension accumulation, the income and expenses of RPF are planned of 8 236 billion rubles. In the part connected with formation of pension accumulation, expenses budgets exceed the income on 106,6 billion rubles that is explained by money transfer of pension accumulation in non-state pension funds according to a choice of the insured person. The covering of these means will be provided due to the pension accumulation which are in state and private management companies which size is estimated as of January 1, 2018 at 1 111,2 billion rubles. The total amount of the income budgets the Pension fund in 2018 is planned in a size of 8 333,3 billion rubles that makes 8,6 percent of gross domestic product Russian Federation. On expenses budget RPF is created in the sum of 8 439,9 billion rubles that makes 8,7 percent of gross domestic product Russian Federation.
"In 2018 terms and an order of indexation of pensions changed. Pensions of working citizens, as well as in previous years, will not be indexed. Thus, in case of the termination by the pensioner of work, the pension will be paid to it in an increased size taking into account the passed indexations. The order of indexation of pension, in case of the termination by the citizen of work, since 2018 will change. – Sinitsyna Irina told - If earlier the pension in case of dismissals was indexed (increased) only 3 months later, after dismissals when information on the termination by the pensioner of work arrived in RPF, since January 1, 2018 it will be indexed from the first date followed after a month of dismissals. This norm is registered in the Federal law No. 134-FZ of July 1, 2017 "About modification of article 26.1 of the Federal law "About insurance pensions".
during discussion Sinitsyna Irina also noted that as before, in 2018 of pensioners with the monthly income will not be lower than a living wage of the pensioner. To all unemployed pensioners social surcharge to pension to level of a living wage of the pensioner in the region will be made. So, according to requirements of the federal legislator, in October the regional law "About the Size of a Living Wage of the Pensioner to Kemerovo region for 2018" was adopted.
