"By consideration of the matter need to consider provisions of Art. 56 of the Federal law of 08.01.98 No. 3-FZ "About drugs and psychotropic substances".
From this provision of the law followsthat the order of dispensary supervision over patients with drug addiction and the accounting of patients with drug addiction is established by the federal executive authority which is carrying out functions on development and realization of a state policy and standard legal to regulation in the sphere of health care, in other words, by Ministry of Health of Russia.
So, according to the item. 12 Orders of Ministry of Health of Russia of 30.12.2015 No. 1034n ("About the statement of the Order of rendering medical care on the psychiatry narcology profile and the Order of dispensary supervision over persons with mental disorders and (or) the frustration of behavior connected with the use of psychoactive agents") the decision on the termination of dispensary supervision are adopted by the medical commission in two cases:
1) existence by the confirmed rack of remission not less than three years at patients with the diagnosis "a dependence syndrome", including the citizens who were in establishments of criminal and executive system, when granting from them medical documentation about passing of treatment and remission confirmation;
2) not less than a year the confirmed rack of remission at patients with the diagnosis "the use with harmful consequences".
