Deputies Republic of Mordovia held on November 2 unusual session of State Assembly with far-reaching financial consequences for many inhabitants of the republic. People's deputies again changed budget, having found in it money on service national debts. They raised a rate transport taxes on the most running types transports and entered tax privileges for residents of the territory of advancing developments in Ruzayevka. Then, without reducing speed, they approved a living wage for pensioners and arranged the safe future for the next five years for the chairman of Audit Chamber of RM Nicholas Larkov. And in the end of session, the Mordovian legislators left one world judge without work, almost for the first time in the history of the latest local parliamentarism having voted contra. Finance
For a start deputies changed parameters of regional treasury for which needs the federal budget "offered" 320 million more rubles. Almost all this money – 300 million – will be reliably enclosed in building of road round around Saransk. 10 million more rubles is a social support for those who was affected by radiation. The remained 10 million will spend for needs of educations and for granting preferential drugs to disabled children. Besides, according to the proposal of the Deputy Prime Minister – the minister of finance Republic of Mordovia Aleksey Simonov, the Mordovian parliamentarians redirected a number of financial streams inside budgets. In particular, 260 million rubles in treasury it is found on the current maintenance of state institutions. From them more than 190 million will go for payment salaries. Also 144 million rubles are directed on service national debts Republic of Mordovia.
Meanwhile, by estimates Moody's Investors Service, Inc., in 2016 Republic of Mordovia was the most zacreditovanny region of the country. Debts of the republic made 176% in relation to own income. Thus the relation of a market debt to own income made 70%, and the cost of its service – 10%. However, by the present moment the picture became more optimistical: national debt Republic of Mordovia following the results of fiscal year has to decrease to 148,9%. Though the republic continues to remain in group of regions with the raised debt loading. Taxes
At the same meeting people's deputies legalized privileges on a transport tax for the families which are bringing up disabled children. The rate was nullified only for one of parents or adoptive parents and concerns the cars which power does not exceed 150 horsepowers. To the regional budget this privilege will cost 4,2 million rubles a year. At the same time deputies increased rates on a transport tax for other car owners. Though these troubles will avoid what car does not squeeze out more than 100 "horses" and descended from the conveyor more than 15 years ago. For them the rate remains former – 15 rubles for each power unit. Also changes nothing for owners of expensive and highly productive cars. For the cars having under a cowl from 200 to 250 "horses", their owners will continue to pay on 75 rubles. The rate for 250 horsepowers and remains at the level of 100 rubles above. The main changes will mention cars of an average segment. In particular, for the same cars with power up to 100 of "horses", but not stepped a 15-year boundary, tax grew by 2,7 rubles – to 20 rubles for "horse". The rate increased to 30 rubles for cars with power from 100 to 150 horsepowers (was – 25,9 rubles). tax and for the cars having under a cowl from 150 to 200 "horses" — about 37,9 rubles grew to 45 rubles. Besides, jumped up in the price tax on motorcycles and motor scooters, buses, and also on boats, motor boats, snowmobiles, yachts of low power and planes. At the same time, the rate for trucks did not change. As a result of increase transport taxes in budget Republic of Mordovia will in addition arrive 8,3 million rubles from legal entities, and over 80 million – from physical.
Besides, deputies entered tax privileges for residents of the territory of advancing social and economic developments as which Ruzayevka was recognized recently. In rate, for ten years the rate on tax is nullified by property, and tax by profit is reduced to 5% in the first five-years period and to 10% — in the second. Besides, regional deputies promise to nullify a rate on a land tax soon. As a result of introduction of these privileges, the Ministry of Economics, trades and businesses of RM expects to attract to Ruzaevka not less than 2,5 billion rubles of investments and to create there 1,3 thousand workplaces – that minimum at which the city will be able to keep the special status. "It is very important — Vladimir Volkov commented on a situation Chapter Republic of Mordovia. – In Ruzayevka in recent years there were certain difficulties in development industrial productions. But now the situation began to be corrected. Good results are shown by "Ruzkhimmash", there is a work on restoration of glass plant, and also negotiations with investors about opening in the city of several enterprises" are conducted. Chapter Republic of Mordovia offered heads of local holdings and the industrial enterprises, and also to small business to be connected to process more actively, using a special tax mode. It will make 8194 rubles and will be used for calculation of extra charges to the pensions which are not holding out to this level. By the way, in scales of all country this size makes 8726 rubles. Was lucky separately taken pensioner according to the passport, but not in soul – to the 65-year-old chairman of Audit Chamber Republic of Mordovia to Nicholas Larkov much more. In order that dear person could remain at the position for five years, deputies changed a provision of the law "About Audit Chamber of RM", having increased age limit for the head of department from 65 to 70 years. The chairman Supreme Court of the Republic of Mordovia Sergei Shtanov dezhurno suggested deputies to approve a number of competitors to a position of world judges of the republic. Usually procedure did not cause in legislators of a keen interest and was painless for candidates. For many years any of competitors did not leave yet a conference hall without judicial mandate. But this time something went not so. Sergei Shtanov suggested to vote the Duma husband for appointment to the post of the world judge Yelniki district Vladimir Makeykin. The man full of hopes for the future, entered a hall. With professional happiness it was separated by seconds. But here the deputy Bashmakov inopportunely acted: pier, say that in the area there was the certain conflict of the interests which has been closely connected with political life, and Vladimir Makeykin – is on one parties of this conflict. Without five minutes the judge in excitement approached to a microphone and, stammering, admitted that it does not politicize – to it as to the judge it is forbidden by the law. But just in case publicly undersigned for sympathies to "United Russia" Party and to the general line carried out by it. Hall it is weakened laughed at got agitated elnikovsky competitor.
