As were explained by the chief of the department of Directorate of the federal service for supervision in Sphere of communication, information technologies and mass communications on Irkutsk region Kostylov Sergei, for the first time the Code was signed in December, 2016 in Moscow, within the VII International conference devoted to protection of personal information within presentation of the Digital Boom project, which purpose – creation of the safe comfortable digital environment. In a year tens large enterprises of the country joined the project.
the Code is a set of rules and the principles for companies and the organizations which work in Internet to Wednesday. The purpose – to protect the state society and the citizen from the threats connected with development of information technologies and to create the safest digital space. Signed the Code declare the readiness to assist in ensuring safety information space in a network on the basis of observance of requirements of the legislation Russian Federation and provisions of the international treaties Russian Federation. Also they assume moral obligations to promote creation, development and to introduction of actions for formation of culture of safe behavior in a network the Internet.
Petrov Aleksey noted that Internet, as well as any thing which is created by the person, is morally neutral. "From us, including those who is allocated with responsibility, the power to make any decisions or to organize Internet space, depends as it will work. The idea of creation of such Code and its signing is salutary because focuses all of us on the correct application of an Internet network for the good of the population", - Petrov Aleksey told.
In work of Legislative Assembly system and responsibly apply practice of work in an Internet environment. One of the first in the country regional deputies introduced Electronic Parliament system. Now each citizen can see how there is a work on the bills, what laws are adopted, to find necessary documents. Also by results of an assessment of openness of an Internet resource the site Legislative assembly of Irkutsk region in 2017 was recognized as the best in the country among sites of representative bodies of the power of subjects.
