As it was reported, the bill on the amateur fishery, providing free fishing on public reservoirs, it was accepted by State Duma of the Federal Assembly of the Russian Federation in the first reading in 2012. It contained the provisions providing free and free fishing, and also provided the limited water area for the organization of fishery sites for paid fishery. However in January, 2015 the Ministry of Agriculture made amendments about liquidation of institute of fishery sites. It caused concern of public organizations of fishers who declared that it threatens closings a set of fishing bases.
