on July 26 the president Abkhazia Raul Khajimba signed the decree about the prime minister Mikvabiya Arthur and the public prosecutor Alexey Lomiya. Together with the prime minister all government went to and slow formation of new structure of Cabinet of Ministers which the second month lasts began. There is no violation of the law – he allows to form the government within three months. But after all why so long?
In my opinion, the reasons a little, but most important – lack of shots. At a huge number of economists and lawyers who annually end as higher education institutions Abkhazia, and higher education institutions of the near and far abroad, for some reason anybody never was engaged in "bench" creation. Therefore also present collecting of shots continues "to beat", first of all, on parliament which carries out a role of a reserve battalion. In two years this smithy of shots in executive power after the president of Raul Khajimba was left Butba Beslan, Arthur Mikvabiya, Adgur Kharaziya, Beslan Konstantinovich Bartsits, Aslan Alekseevich Kobakhiya, and, it is possible that there is more to come.
Due to the continuous outflow of deputies from parliament in ministers society asksquite logical questions: about responsibility of deputies before voters, about resources which constantly spends for permanent elections of new elects, and about as far as in general the law on People's assembly conforms to time requirements? Validly, whether the parliament in its current form, adopting low-quality laws, and then so low-quality amendments to them, and then amendments to amendments is necessary to our country? Whether the parliament if the question of mistrust to the president is submitted for a referendum is necessary to our country, and the discontent of separate group of people with the Minister of Internal Affairs is investigated by means of storm of the building of power department? In other words: if in society we resolve all issues by "direct democracy", and our people's deputies in any way do not reflect interests of society (at best, state), why we spend time and budget money in the beginning on elections of deputies, and then on their contents? There are serious fears that the people tired of elections, will ignore elections of deputies coming in half a year.
All these questions periodically return tous to idea of a national descent which often discuss in our society. In fact, it also is alternative to parliament, but in that form which is more habitual for Abkhazians. Somehow managed for eyelids to solve the problems by means of this institute.
Certainly that national descents did not become the tool in hands of political forces, need to return to their initial look. After all national descents gathered not in lots and movements, not forces going to the power, – they gathered by the regional or family principle. It could be registered everything at legislative level.
it is possible, the basis of this institute could form and the offer of the expert center "Aynar" (which before transformation into party still offered any extraordinary ideas) – a descent of surnames. In this option, however, the ethnic moment causes fears.
However if all public forces existing in the country, distract from a fight for official places, they will be able to offer idea of parliament, a national descent or people's assembly – it is unimportant as it to call, – which will be made by representative democracy more effective institute, than that we have today.
to Political elite already it is time forto think of combining efforts not on destruction, and on creation. The question of reforming of system of the power is a very hot topic for our society which any more does not trust long ago neither that, nor another.
