For ensuring protection of the rights, freedoms and legitimate interests of the person and the citizen, forecasting of development of social and economic and political processes to Russian Federation I decide :
1. Administration of the President of the Russian Federation to provide and the analysis of results of consideration of addresses of citizens Russian Federation, foreign citizens, stateless persons, associations of citizens, including the legal entities sent to government bodies, local governments, the public and municipal authorities, other organizations which are carrying out publicly significant functions, and to their officials (further - addresses of citizens and the organizations), and the analysis of results of consideration of public initiatives of citizens Russian Federation, placed on the Russian Public Initiative Internet resource (further - public initiatives), and also the analysis of the measures taken on such addresses and initiatives.
2. To establish that government bodies, local governments, the public and municipal authorities, other organizations which are carrying out publicly significant functions:
and) place on pages of the official sites intended for reception of addresses of citizens and the organizations in shape , provided by the only contractor on operation of infrastructure - the uniform national operator of infrastructure (further - the operator of infrastructure ) the software (further - the counter of addresses), data about which are included in the unified register of the Russian programs for electronic computers and databases;
to) monthly present to Administration of the President of the Russian Federation in an electronic form information on results of consideration of addresses of citizens and the organizations, and also about the measures taken on such addresses.
3. To establish that:
and) the non-profit organization authorized on implementation and the analysis of results of consideration of addresses of citizens and the organizations, public initiatives, and also the analysis of the measures taken on such addresses and initiatives, is "Fond informatsionnoy demokratii" (further - authorized non-profit organization);
) the authorized non-profit organization carries out and the analysis of results of consideration of addresses of citizens and the organizations, public initiatives, and also the analysis of the measures taken on such addresses and initiatives, on the basis of information provided by the subparagraph of point 2 of the present Decree, provided Administration of the President of the Russian Federation, the addresses given the counter provided by the operator of infrastructure , and Russian Public Initiative Internet resource data.
4. Authorized non-profit organization:
and) Government of the Russian Federation, , Russian Federation the total materials prepared on the basis of and the analysis of results of consideration of addresses of citizens and the organizations, public initiatives, and also the analysis of the measures taken on such addresses and initiatives;
) are provided to local governments by access to specified in the subparagraph "and" the present point to total materials (in part, them concerning), placed on the Russian Public Initiative Internet resource.
5. and the analysis of results of consideration of addresses of citizens and the organizations, public initiatives, and also the analysis of the measures taken on such addresses and initiatives, are carried out:
and) with use of the information resources of the infrastructure providing information and technological interaction of allocated for these purposes, used for granting state and municipal and executions of the state and municipal functions in an electronic form, and also resources of the infrastructure providing collection of information about results of consideration of addresses of citizens and the organizations;
) with observance Russian Federation requirements about and about information security of limited access, about prevention of disclosure of the data containing in the addresses of citizens and the organizations, and also the data concerning private life of citizens, without their consent.
6. The present Decree comes into force since July 1, 2017
