by 1. Requirements are developed according to the Provision on an award President of the Russian Federation in the field of science and innovations for the young scientists, the approved Decree President of the Russian Federation of June 18, 2015 No. 312 (Situation).
2. According to point 10 of Situation promotion on competition of an award is made NOT EARLIER THAN publication date in the printing of the announcement. The person or the scientist (scientific, scientific and technical) council, and also council of young scientists and the experts, Provisions possessing according to point 11 by the right to propose the candidate (collective) for competition of an award President of the Russian Federation in the field of science and innovations for young scientists (further - an award of the President), direct to Council at President of the Russian Federation on science and education signed, assured of the organization or notarially representation (date of promotion date of signing of representation is considered the person proposing the candidate or date of meeting of council at which promotion by ballot took place) in which are specified:
and) the description of researches or development (the full statement of the reached results which is coming to the end with the generalizing formulation in which it is spoken, for what achievements in the field of science and innovations is offered to award an award);
) the importance of the researches presented by the competitor (collective) or development (for theoretical works - confirmation of a contribution to development the corresponding subject/branch of science, for basic researches - the potential of further application of the received scientific results, for development - scientific and technical level of the developed samples of new equipment and progressive technologies, their competitiveness in the international market, a contribution to increase of defense capability of the country, and also scale of the carried-out or potential introduction of the developed samples and technologies);
in) the popular scientific description of the researches presented by the competitor (collective) or development (a statement of the reached results and the importance of a contribution in the form of the popular scientific essay);
of) a surname, a name and a middle name (also Latin letters), a birth date and birth place, the residence address, contact phone numbers and e-mail addresses, nationality, a work place, a position, a scientific degree (in the presence), an academic status (in the presence), an honorary title (in the presence), data on printing and patent activity (total of publications, number of publications in the editions indexed in the databases Web of Science, Scopus, RINTs and Hirsh's corresponding index, number of patents) the competitor. The age of the competitor should not exceed 35 full years for date of his promotion;
d) areas of scientific knowledge of the works, corresponding to the scientific specialties provided by the Nomenclature existing at the time of representation of professions of scientists;
e) the summary with the obligatory description of a personal contribution of the competitor in development domestic science and innovative activity taking into account the criteria provided by points 2 and 3 of Situation, a containing statement of scientific problems solved by the competitor and specific objectives on a subject of researches or development of their relevance, novelty and practical use, or other results of the scientific or innovative activity which significantly have enriched domestic science, had considerable impact on development scientific and technical progress, economy and the social sphere;
) data on about executed or carried-out competitor (collective) research and developmental works within the state contracts, grants, contracts with the Russian and foreign scientific organizations and funds;
z) data on existence at the competitor of awards, prizes and other awards testifying to recognition of its scientific or other creative achievements to whom awards Russian Federation, awards and awards of the foreign states, the international awards, awards and prizes concern;
and) the annotated list of the main publications and/or the documents confirming the state registration of results of intellectual activity, on a subject of researches or development for which creation their author (collective) moves forward on competition of an award President of the Russian Federation.
3. If according to point 7 of Situation the group of competitors (no more than three people) moves forward, in representation data on existence at each of competitors of awards, prizes and other awards are specified provided by point 2 of the present Requirements of data on each competitor, on his personal contribution to the general results of scientific researches, development of samples of new equipment and technologies, and also.
4. In case representation is signed by the person having the right to propose the candidate (collective) to competition of an award, in representation its surname, a name and a middle name, a birth date and birth place, the residence address, nationality, a place of work or an occupation, a laureate, academic and (or) honorary title, contact phones are specified, and also the copy of the document confirming existence at the granted face of the right of promotion on competition of an award is attached.
5. In case the candidate (collective) is proposed (move forward) scientific (scientific, scientific and technical) council, or council of young scientists and experts, to representation attach protocol (an extract from protocols) meetings of the relevant council with the decision on promotion of the candidate (candidates) on award competition by ballot, and also a full contact information of the organization and the chairman of the board (or the signed protocol persons).
6. The recommended volume of representation - to 7 pages. The published scientific works, other documents confirming authorship of design, technical development, technological processes and other innovative achievements are applied to representation on a subject of researches or development for which creation their author (collective) moves forward on competition of an award President of the Russian Federation.
Before the direction of the paper original of representation by mail to Council need to be registered and submitted on a site to http://grant.rscf.ru/awards electronic versions of the signed, certified and scanned representation, and also all enclosed materials, including the signed, certified and scanned copies of the decision on promotion of the candidate (collective) on award competition (copies of the document confirming existence of the right of promotion on competition of an award), the list of enclosed materials, scientific publications and patents of the author, and also the copy of articles, patents, scientific and technical reports, etc. the author on a subject of researches or development.
7. The paper original of representation issued according to requirements with the annex to it all materials go (STRICTLY after registration and sending electronic materials for a site http://grant.rscf.ru/awards ) to Council at President of the Russian Federation on science and education a registered mail with the investment inventory.
8. The representations which are not meeting the present Requirements and Situation, to consideration are not accepted. Also representations are not accepted:
and) arrived after the term of the documents acceptance established by the present announcement of documents acceptance on competition of an award President of the Russian Federation in the field of science and innovations for young scientists (date of reception of paper originals of representations is considered day of RECEIPT in Administration of the President of the Russian Federation);
) without the signed and certified documents confirming the right of promotion (including protocols of meetings of councils of the organizations);
in) from organization branches without coordination with its head structure;
of) arrived mail in the form of paper originals, but not last registration on a site http://grant.rscf.ru/awards in electronic form, or, on the contrary, registered on a site http://grant.rscf.ru/awards in electronic form, but without the direction of paper originals to Council.
9. Representations, and also materials enclosed to them are not subject to return.
