At a press conference with journalists which took place on March 29, the chief of the department of Department of federal service for state registration, Inventory and cartography on Chuvash Republic Karpeeva Catherina summed up the first results of realization in the territory Chuvash Republic the new federal law on real estate registration.
" Since the beginning of year in Department of federal service for state registration, Inventory and cartography on Chuvash Republic already considered about 50 thousand statements, experts took new federal law No. 218-FZ on a portal Federal Registration Service and", - Karpeeva Catherina reported.
She focused attention of journalists on the main changes in real estate registration. In particular, that the state registrars are authorized to make decisions on real estate statement on the cadastral account and right registration. In spite of the fact that specialists of Cadastral chamber prepare the draft decision, all registrars were trained on statement on the cadastral accounting of real estate objects by specialists of Cadastral chamber competently to make a final decision on statement on the cadastral account as now they bear responsibility (up to criminal) for registration actions. Such innovation allows to carry out more effectively the account and registration especially as since new year there was possible a single filing of application on the cadastral account and registration of the rights that saves time of citizens and does operations with real estate more convenient.
According to the new law, the cadastral account, registration of emergence and transition of the right is confirmed by an extract from EGRN, and registration of the contract or other transaction – a special registration inscription on the document on the transaction.
B Management reduced 2017 terms on simultaneous submission of documents by the account and right registration till 7 working days.
Among innovations Karpeeva Catherina noted also the exterritorial principle of documents acceptance which gives the chance to address for registration of the rights in office of reception issue of documents (central office of Management) irrespective of the real estate object location. In 2017 in Cheboksary it is already given near 140 statements by the exterritorial principle. The real estate according to these statements was to Nizhny Novgorod region, Nadym, Joschkar Ole, Krasnoyarsk, Yekaterinburg, etc. Documents for registration and from other regions arrive in Federal Registration Service.
