It is higher than the average Russian level and is much higher, than in other regional centers of Ural Federal District, the chief of Administration of the Ministry of Internal Affairs of the Russian Federation of the Kurgan city Yusupov Marat on Wednesday, February 22, at meeting of City Council declared, the correspondent of Russian information company "URA.Ru" reports.
In a year police officers made about 50 thousand protocols of offenses, of them on violation of the antialcoholic legislation — 29 thousand plus for "small hooliganism" — 21 thousand.
according to the police officer, when in Kurgan the sobering-up station worked (till 2010), in it placed about 1,5 thousand drunk citizens a month and nearly 15 thousand a year. "Now these citizens could not be moved away from city streets. Within seven years the problem remains" — Yusupov Marat complained. "Fast" accepts only drunk, which absolutely in an unconsciousness. It is necessary to deliver the others in police departments. However conditions for the maintenance of such citizens are not present. "We have no beds, only a bench, people lie on a floor. We have no right to detain such persons more than three hours, and sobering requires not less than 8-9 hours" — the chief of city UMVD.<"19>" noted
Yusupov Marat asked deputies to consider a question of creation of a sobering-up station. It gave experience as an example Ufa where the social and rehabilitation center for the persons which are in public places in an alcohol intoxication (on 64 places) was created. He specified that establishment is not medical. Staff consists of 46 employees, including paramedics and hospital attendants. There is at the expense of city , a question price — 12 million rubles. Average — 10 thousand rubles.
