- not less than 5% of the citizens who are constantly living in the territory of an appropriate subject Russian Federation (for an initiative of regional level);
- not less than 5% of the citizens who are constantly living in the territory of the relevant municipality (for an initiative of municipal level).
If the initiative gathers in due time necessary quantity of voices in support, it goes for consideration to the expert working group of federal, regional or municipal level. Decision-making term on an initiative – no more than 2 months from the date of the direction.
