In turn ROSGVARDIYA, the president formed on the decree, were reallotted , and on Chukotka Autonomous District also the police aviagroup created in last year. About that, these innovations were how seriously reflected in work of the Chukchi police and as now in the district there is a situation at the front protection of a public order and fight against crime, on the eve of Day of staff of law-enforcement bodies we asked to tell the chief of Administration of the Ministry of Internal Affairs of the Russian Federation of the Chukotka autonomous district Kandan Ayas.

of CHANGE IN PUBLIC
– As for inclusion of Federal Migration Service and drug enforcement services in our structure, I will remind that not so long ago functions of these structures executed divisions of the Ministry of Internal Affairs, respectively, we well know how to work in these directions. So big changes after their injection in one general law-enforcement organism did not happen, – explained Kandan Ayas. – The regulatory legal base processing is now almost complete, thus all assigned earlier on Federal Migration Service functions and tasks remain former and will be carried out according to existing migratory legislation. Thus, in citizens of transformation will not be reflected in any way.
If to speak about division on behind drug trafficking, fight against crime in this direction for us were put not by the new. Even in the presence of separate department nobody removed function from police on fight against illicit trafficking in such substances. Now the structure of law-enforcement bodies is strengthened by the employees who have passed to us to service from drug enforcement, and we are ready to resist to narcocrime effectively, as before.
As for removal from our structure of such divisions as and the aviagroup, is sure that at the Chukchi police is enough forces and means to cope with the set law-enforcement tasks. Though further we will interact anyway with again created service, after all tasks facing us – are uniform.
ATTENTION TO SWINDLERS AND CHILDREN
according to the chief of UMVD, this year in the territory of the district did not occur also sharp change of an operational situation, thus, as before, the special attention is paid on disclosure of thefts of someone else's property.
– Attracts attention the multiple growth of number of plunders of money from cash cards and accounts of citizens with use of mobile means of communication and . Only since the beginning of year 19 criminal cases on the similar facts are brought, – the interlocutor of "KS" noted. – Disclosure of this type of crimes is now a problem for all subjects of Federation as experience of their investigation in law-enforcement system Russian Federation only is acquired. For the solution of problem questions on this direction the department of criminal investigation department and investigative department of Management held a meeting with representatives of territorial divisions of the organizations of financial and credit system – Central bank Russian Federation (Bank Russia), Public joint-stock company "Sberbank Russia", JSC ATB-bank and Open joint-stock company "Rossiysky Selskokhozyaystvenny bank". The agreement on interaction at disclosure of crimes of this look was reached, the algorithm of joint actions on establishment of the persons making roguish actions is developed. Analytical materials, and also offers on fight against crimes of this look are sent to Ministry of Internal Affairs of the Russian Federation for the solution of this problem nationally.
Separately Kandan Ayas concerned the questions connected with teenage crime.
According to him, as of November 1 in the territory of the district is committed by minors of 18 crimes – two more, than for the similar period of last year. Generally these crimes are connected with someone else's property (nine thefts and one robbery). Six crimes minors are committed against life and health (three facts of deliberate causing a little harm to the health, two cases of deliberate infliction of harm to health of average weight and one fact of threat by murder). One more crime is connected with violation of inviolability of the dwelling. Thus in the territory of the district it is not allowed commission by minors of heavy and especially serious crimes whereas for the same period of last year of such crimes was three.
– One of the main directions in prevention of the crimes committed by minors, continues to remain the right explanatory work which is conducting together with educational bodies. Proceeding from the principle "there are no difficult teenagers, there are the children who have appeared in a difficult life situation", the staff of the commissions on affairs of minors and protection of their rights together with representatives of AKMNCH systematically carries out preventive raids in the families consisting on the account. Besides, behind each of 86 minors standing on the account, the chief mentor from among police officers who on a constant basis carries out the individual work directed on the prevention of repeated offenses and crimes by subregistration children is fixed. Such approach allowed not to allow at us the big growth of level of teenage crime, – the chief police officer of the district is sure.
is CONDITIONS FOR SERVICE
Together with it obviously that taking into account realities of modern life it is impossible to hope for increase of overall performance of police without the corresponding material support. And here, by words Kandan Ayas, a situation as a whole develop rather not bad.
– At present security with vehicles of divisions of Management makes 85 %. Here it is very important that in vehicle fleet of police there was more cross-country equipment. Since 2013 in territorial divisions are operated 10 trekolov which value for work in severe climatic conditions of the district it is difficult to overestimate. Exactly thanks to this equipment mobility of investigative task forces sharply increased, – the chief police officer noted Chukotka Autonomous District. – Besides, thanks to the departmental target program "Rural District Police Officer" in 2015 we received motor transport and snowmobiles for district police officers of the remote villages, and also satellite phones. Since 2015 in police Chukotka Autonomous District found the application and two boats of new generation with the powerful engine, appeared irreplaceable for work on the prevention, identification and control of offenses, connected with illegal production and a turn of water bioresources.
the Important event for police officers became renewal from this year the Government Chukotka Autonomous District actions of the State program "Ensuring protection of a public order and traffic safety increase in Chukotka Autonomous District", allowing to raise material security of services of district police officers and traffic police divisions. So, one of its actions provides construction in remote villages for district police officers of the individual houses combined with strong points (the district police officer will live in one wing, and in other there will be his study that will allow to carry out population reception at any time). Construction of the first such house is planned to begin in 2017. All this
, despite the difficulties connected with delivery of material means and of in difficult conditions of Far North, not only allows to support work up to standard, but also creates prerequisites for better performance by law enforcement agencies of the quick and office tasks.
Paramount are considered by the police colonel Kandan Ayas and questions of providing law-enforcement bodies of the district as competent experts.
– We try that people who arrived to us on service, were worthy ranks of the law enforcement officer therefore we conduct systematic work on preparation of worthy change, – he noted in completion of conversation. – Every year in leading higher education institutions Ministry of Internal Affairs of the Russian Federation from our region arrive school students, including representatives of indigenous people Chukotka Autonomous District which after training will surely return to serve in district police. We do not forget and about planned retraining of employees. Therefore, I can safely claim that we have enough competent experts and to them on a shoulder any law-enforcement tasks.
In the TANDEM WITH PUBLIC MEN. One of priorities of work of the Chukchi police still have interaction with public organizations and formations. So, now in all municipalities voluntary teams with a total number of 95 people which together with police officers protect a public order are created. Only this year they revealed 174 administrative offenses and one crime. Besides, within the agreement signed between UMVD Russian Federation on the district and Association of the indigenous small people Chukotka Autonomous District, interaction of rural district police officers with activists of Association on maintenance of a public order, and also joint holding legal, cultural and sporting events is carried out. Representatives of public organization also take part in "Putin's" operation, explaining to aboriginals of the rule of fishery and the current legislation that allowed to reduce quantity of offenses in this sphere.
