Under the chairmanship of the acting prosecutor of the region Valery Ivanovich Sergienko took place meeting of Board of prosecutor's office concerning execution by bodies of system of prevention of neglect and offenses of minors of the legislation directed on child protection, being in socially dangerous situation, and also on the prevention of the crimes committed by minors and concerning them.
In it took part the Ombudsman for Children to Magadan region Pawel Denise, the chief of office of the organization of activity of district police officers and for minor Administration office ministry internal affairs Russia on Magadan oblast Mogilevich Sergei, heads structural divisions of prosecutor's office of area, prosecutors of Srednekansky, Hasynsky areas, the prosecutor of Magadan, workers gorrayspetsprokuratur.
the report on results of supervising activity in the discussed sphere was made the senior assistant prosecutor of area on supervision of observance of the legislation on minors by Pasichnik Ludmila.
In the first half of the year of the current year by 8,9% reduced quantity of the crimes committed by teenagers. In the general structure of crime is 4%. Twice less than the teenagers consisting on the professional accounts, penal acts (21 against 50) made.
At the same time, a significant amount of group crimes remains. Two thirds of the condemned minors consisted on preventive accounts in bodies and establishments of system of the prevention which work is reduced often to carrying out ineffective actions not having anticipatory character.
Shortcomings are revealed by br and in activities of the commissions for affairs of minors and protection of their rights: current legislation requirements are not always observed by hearing of cases about administrative offenses, not in all cases measures for protection of the rights of the minors living in menacing to their life and health conditions are taken.
Measures of public prosecutor's reaction concerning bodies and establishments of system of prevention are accepted by prosecutors of the city Magadan, Olsky, Tenkinsky, Hasynsky, North Even and Srednekansky areas.
One of problems of interdepartmental interaction of bodies is absence of uniform criterion of registration of various bodies of the families which are in socially dangerous situation. In this regard complex functioning concerning families all bodies of system of prevention up to standard is not ensured.
Despite available defects, as a whole, as accept statistics, it was succeeded to achieve decrease in teenage crime.
Following the results of work made the decision on additional measures on strengthening of supervision of performance of the legislation directed on child protection, being in socially dangerous situation, to increase of efficiency of interaction of bodies of system of prevention. | | | | | | | | | | | | | |
