B Government of Khabarovsk territory the next meeting of "a design staff" on management of investment climate of the region took place. The meeting was held by the first deputy chairman of Government of Khabarovsk territory on economic problems Shikhalev Vasilii. Proceeding from polls of businessmen, procedure of obtaining the construction license, despite carried-out work, still takes considerable time. As the minister of construction of edge Pepelyaev Konstantin reported, businessmen in 2014 estimated the average term of issue of documents in 296 days, in the 2016th – already in 203. Besides, often local authorities which are engaged in registration of papers, introduce the additional procedures which have not been provided by the law. Also big time is taken away by delivery of specifications from the resursosnabzhayushchy companies on connection to networks.
the Ultimate goal as Pepelyaev Konstantin noted, consists in that the builder got permission in 105 days and thus underwent 13 procedures. By estimates of Ministry constructions Khabarovsk territory, it is possible already now, but only engineering networks also are available to "reference objects" that is where the land plots are prepared.
Meanwhile in the region there is a positive experience of interaction of local administrations and builders. In Komsomolsk-na-Amure the land plots under construction are given already with specifications and the town-planning plan, and through system "one window" in MFTs. It is municipal service.
"To municipalities need to be introduced the best practicians, including attentively to study experience Komsomolsk-na-Amure. Besides, it is necessary that on the official site of Government of Khabarovsk territory there was an available and clear instruction for the builder with the description of necessary procedures. If someone tries to break it, or to add excess procedures, – it is necessary to make responsible. Obtaining the construction license - while one of the most problem procedures, and for improvement of a situation cardinal measures" are necessary, - the first deputy chairman of Government of Khabarovsk territory on economic problems Shikhalev Vasilii emphasized.
