the Predecessor Bartsits Beslan was Mikvabiya Arthur. He was dismissed on August 26 on the basis of own statement. The first deputy chairman of the government Adzynba Shamil was appointed the acting as the prime minister.

On July 27 the Cabinet of Ministers Abkhazia had to consider a question of the announcement of a vote of no confidence to the head of the government at the initiative of the deputy Dzhapua Almas. He considered that one of the reasons of obligatory departure of the prime minister is "the failed certification". Also in his opinion, the head of the government "was involved directly not in one corruption scandal". Mikvabiya Arthur on June 16 rejected charges of Dzhapua Almas in the address. According to him, it "purposeful slander". Later the prosecutor's office also completely refuted statements of Dzhapua Almas.
