Tiraspol, 28 iyulya. / News of Transnistria news agency/. the Government of the Dnestr Moldavian Republic spent the analysis of the data reflected in prison of the commission of the Supreme Council, the situation making deputy investigation which has developed in the sphere of compensation of workers of the budgetary sphere and provision of pensions in 2015. Within the done work a number of discrepancies that formed the basis for the address to the address of Prosecutor's office of the Dnestr Moldavian Republic is revealed. The corresponding letter was sent today addressed to the head of department.
In particular, the given justification to the conclusion of the parliamentary commission contains the following inaccuracies. When carrying out calculations of profitable and account part republican and local budgets the structure of prime expenses included not all list of socially protected articles. Besides, under local budgets expenses on compensation of employees of the planned and unprofitable enterprises, financed by allocation of transfers are not included, and under the republican budget the remuneration and compensation sums taking into account charges within elections of deputies of the Supreme Council of PMR are not considered.
Thus, the Government considers necessary to consider at calculation of total amount of actually made prime expenses in 2015 the following positions:
- compensation of the planned and unprofitable enterprises;
- remunerations and compensations taking into account charges within elections of deputies of the Supreme Council of the Dnestr Moldavian Republic;
- maintenance of orphanages, houses of family type, children's homes, houses of veterans, boarding schools and rehabilitation centers;
- acquisition of dairy mixes;
- the maintenance of motor transport in the medical institutions rendering an emergency medical service, and specialized medical institutions;
- treatment of patients outside the Dnestr Moldavian Republic;
- prosthetics of preferential category of citizens;
- payments on obligatory state insurance according to the current legislation of the Dnestr Moldavian Republic;
- the maintenance of peacekeeping forces of the Dnestr Moldavian Republic (without expenses on payment of a monetary allowance and ration, food and medicines);
- expenses on realization of actions for the state target programs in the field of health care and social protection;
- expenses on realization of organizational and administrative actions for physical culture and sport development among disabled people:
- maintenance at emergencies;
- confidentially.
Therefore, at calculation of total amount of actually made prime expenses in 2015, given in the conclusion, significantly differ from the data provided by the current legislation to what the following table testifies:
Data on debt of budgets of various levels, the salary created in connection with nonpayment as of March 1, 2016, also need adjustment as following the results of report delivery for the I quarter of the current year the main managers of budgetary funds the specified data were specified. The final sum of debt on a salary and charges made 290 239 267 rub, including under the republican budget – 189 072 181 rub, under local budgets – 101 257 086 rub
Taking into account brought above adjustments by the sizes sums actually paid in 2015 on financing determined by the law on the budget of socially protected items of expenditure the need for the financing, specified in the conclusion, demands adjustment. Information on requirement for financing and divergences of data is reflected in the following table:
The analysis of the data specified in the conclusion about means which the Government of the Dnestr Moldavian Republic had, showed that at calculations the remains on trust budgetary funds and all levels and other means having purpose are included. Therefore, information on the remains for the January 1, 2015, applied in calculations, has to be corrected and makes:
– under the republican budget – 8 399 549 rub;
– under local budgets – 14 024 581 rub
Information on divergences in settlement data is provided in the following table:

Proceeding from the data reflected in the conclusion of deputy investigation, for state performance of obligations on prime payments in 2015 deficiency of means made:
a) under the republican budget:
1 992 874 121 – 1 093 804 941 – 45 357 555 = 853 711 625 rub;
b) under local budgets:
965 600 248 – 853 091 525 – 43 297 743 = 69 210 980 rub
Taking into account the brought adjustments by security calculations according to the Government for state performance of obligations on prime payments in 2015 deficiency of means made:
a) under the republican budget:
2 033 892 414 – 1 093 804 941 – 8 399 549 = 931 687 924 rub;
b) under local budgets:
1 002 739 610 – 853 091 525 – 14 024 581 = 135 623 504 rub

According to sources of a covering of deficiency of the republican budget, established by the Law "About the Republican Budget for 2015 and Planning Period 2016 and 2017", funds in the sum of 670 687 472 rub were raised in full.
Therefore, for financing of all socially protected items of expenditure uncovered financing sources deficiency made 396 623 956 rub (1 067 311 428 – 670 687 472 = 396 623 956 rub)
Thus, by Government calculations, following the results of budget performance of 2015 uncovered financing sources deficit of 396 623 956 rub did not allow not only to finance in full a salary to workers of the budgetary sphere, but also led to formation of outstanding accounts payable under other socially protected articles in the sum of 94 197 053 rubles, including:
– debt of the republican budget on the maintenance of orphanages, boarding schools, children's homes – 20 942 830 rub;
– on medicines – 15 803 749 rub;
– on food – 18 421 554 rub;
– on social pensions and compensation payments to the population – 30 357 991 rub
Under local budgets also there were outstanding sums of debt on the maintenance of orphanages, houses of family type – 4 285 179 rub, on food – 1 506 315 rub
Calculations of the income and expenses of Uniform state social insurance fund were separately analyzed.
Zdessumma of debt of EGFSS on the monthly additional help to pension is specified for March – October, 2015 of 64 500 000 rub and is incorrect, and also the period for which this debt was created is incorrect.
The sum of debt on the monthly additional help to pension for March – December, 2015 of 64 308 850 rub is recorded in the Law "About the Budget of Uniform State Social Insurance Fund of the Dnestr Moldavian Republic for 2016". Thus, overestimate of debt made 191 150 rub
Besides, in the table about existence of money which EGFSS in 2015 had, the subsidy sum from the republican budget which made 207 289 573 rub is incorrectly specified, therefore, total amount of the income made 1 610 667 107 rub (taking into account the rest for January 1, 2015 of-20 551 767 rub) against the specified sum of 1 817 956 680 rub, thus overestimate of the actual income of Fund made 207 289 573 rub

Information on the income and expenses of the budget of Uniform state social insurance fund is presented in the report "About budget performance of Uniform state social insurance fund of the Dnestr Moldavian Republic for 2015" which was directed in due time on consideration in the Supreme Council. By results of check by Audit Chamber of the above report on Fund budget performance for 2015 of remarks on reliability of data on profitable and account parts of the budget of Fund it is not revealed.

The need for money on implementation of obligations of Uniform state social insurance fund of the Dnestr Moldavian Republic in 2015 made:
2 529 551 944 rub %2B 64 308 850 rub = 2 593 860 794 rub
In too time following the results of deputy investigation these indicators are presented as follows:
2 529 551 944 rub %2B 64 500 000 rub = 2 594 051 944 rub
Besides, EGFSS according to the Law "About the Budget of Uniform State Social Insurance Fund of PMR for 2015 and Planning Period of 2016-2017" in the current edition borrowed funds for a covering of deficiency of 968 020 638 rub in full according to the approved limit.

As a result, it is not enough sum of loan of funds for a covering of deficiency of 968 020 638 rub for a covering of expenses of the Fund presented in the Conclusion "About results of deputy investigation on the situation which has developed in the sphere of compensation of workers of the budgetary sphere and provision of pensions in 2015".
Proceeding from the indisputable facts given above, the Government considers necessary to report that to recognize conclusions of the deputy commission motivated – it is impossible.
