On May 26, 2016 Inspection of the Tambov OFAS of Russia carried out 3 unscheduled inspections of observance of the legislation on contract system according to addresses of UFPS of the Tambov region – Federal State Unitary Enterprise Russian Post branch concerning purchases of Office of the Federal Bailiff Service of the Tambov region, the Tambov regional public state institution" Establishment on material support of activity of world judges of the Tambov region " and administrations of the Tambov region of the Tambov region.

The UFSSP electronic auctions across the Tambov region No. 0164100006115000204 and TOGKU" Establishment on material support of activity of world judges of the Tambov region " No. 0164200003015006933 on rendering services of a mail service on transfer of post correspondence for needs of the Customer in the territory of the city of Tambov and the city of Michurinsk became a subject of 2 checks.
The applicant pointed to essential violation of its rights in the sphere of business activity, but did not give provisions of the law about contract system which were broken by Customers.
Customers declared the auction under article 30 of the Law about contract system for subjects of small business and socially focused non-profit organizations which number of Federal State Unitary Enterprise Russian Post does not treat.
Inspection of the Tambov OFAS of Russia did not reveal violations when carrying out electronic auctions No. No. 0164100006115000204,

2 . In the address of UFPS of the Tambov region – Federal State Unitary Enterprise Russian Post branch actions of administration of the Tambov region of the Tambov region it is specified that by results of the carried-out request of quotations No. 0164300015616000005 on delivery of the marked and unmarked envelopes by the Customer the contract with the winner on other conditions is signed, than is specified in the notice on purchase execution.
By results of the carried-out unscheduled inspection Inspection of the Tambov OFAS of Russia established that, really, the administration of the Tambov region of the Tambov region at the conclusion of the municipal contract changed the declared terms of the contract.
The municipal customer is recognized broken h. 14 Art. 78 of the Law on contract system.
Besides, the uniform commission of administration of the Tambov area illegally recognized the demand of the winner for participation in request of quotations conforming to requirements of the notice about carrying out request of quotations.
Inspection of the Tambov OFAS of Russia recognized the uniform commission of the Customer broken ч.7 as Art. 78 of the Law on contract system.
