For creation in the region of the competitive, steady, structural and balanced industry focused on formation and development of the new markets of innovative production, aimed at providing social and economic development of the region, the governor Alexey Ostrovsky approved a regional State program "Development of the industry Smolensk region and increase of its competitiveness" for 2016-2018.
The administrator of the State program – DEPARTMENT INVESTRAZVITIYA SMOLENSK OBLAST. The total amount of financing of the State program makes 3 billion 652,8 million rubles, including extrabudgetary funds – 3 billion 587 million rubles.
Expected results of this strategically significant for Smolensk region programs: implementation of 47 with attraction of non-budgetary sources of financing; creation of 518 new workplaces in the industry, including highly productive – 180.
- Thus, it is planned that the main source of means for realization of actions of the State program within become own means of the organizations of the industry. The amounts of financing of actions of the State program at the expense of means of the regional budget are subject to annual specification proceeding from opportunities of the regional budget, - told in the press service Regional administration.

The industrial complex is the basis of the economy Smolensk region and in many respects defines its economic and social situation. In industrial production Smolensk region is occupied over a quarter of all able-bodied population. The share of the industry in a gross regional product – more than 30%, it provides about 25% of tax revenues.
Basis of the industry of the region make: power industry, mechanical engineering, instrument making, chemical industry, almazopererabatyvayushchy complex, textile, clothing, food industry and industry of construction materials. More than 70% of all industrial output are the share of these branches. In territorial structure of the industry the industrial centers were created: Smolensk and Desnogorsk, and also six industrial regions: Vyazemsky, Gagarinsky, Dorogobuzhsky, Safonovsky, Roslavlsky and Yartsevsky. More than 90% of total amount fall to their share made in Smolensk region an industrial output. Smolensk region acts on the territory about 540 organizations of manufacturing industry falling under category of the large and average organizations. Among them the large industrial enterprises, significant not only for economy Smolensk region, but also Russian Federation as a whole: JSC "ON "Kristall", PUBLIC JOINT-STOCK COMPANY "DOROGOBUZH", FEDERAL STATE UNITARY ENTERPRISE "SERVICE CENTER "ANALITPRIBOR", JSC "Avangard", JOINT-STOCK COMPANY "RESEARCH AND PRODUCTION ENTERPRISE "IZMERITEL" a number of the organizations which are letting out production for defense industry complex is located.
The power industry of area is presented by such large enterprises, as Smolenskaya AES and Smolensk state district power station. Smolensk region is for today the energy surplus region: electric power development by 4 times exceeds needs of the region. The chemical and petrochemical industry is presented by production of the main chemistry and products from plastic. Leader of chemical branch to Smolensk region are PUBLIC JOINT-STOCK COMPANY "DOROGOBUZH". The share of the market of the enterprise for similar types of production to Russian Federation makes: on production of ammonia – 4,3%, on production of mineral fertilizers – 3,5%.
The importance for Smolensk region has an almazopererabatyvayushchy complex which is presented to JSC "ON "Kristall" and its subsidiaries. 7% of the exclusive world market of brilliants are the share of a share of JSC "ON "Kristall" and more than 50% Russian. One of the leading organizations of clothing industry is JOINT-STOCK COMPANY "SCHF" – the largest producer of hosiery to Russian Federation.
In 2015 leading enterprises of the industry of the region realized 41 investment projects, among them and the projects aimed at the development of process of import substitution. On implementation of it is attracted with 2,8 billion rubles of off-budget investments, 274 new workplaces, including 76 – highly productive are as a result created.

The amount of the state support of investment activity in 2015 made 5,2 million rubles. The budgetary effect in the consolidated budget of area as a result of implementation of the approved , realized by these enterprises, by an assessment, will make about 20,3 million rubles. Within implementation of the approved Smolensk region, realized by these enterprises, by an assessment, will be created 5 new workplaces, 125 workplaces are kept.
Also priority direction of a state policy Smolensk region is creation of effective system of complex support of . In 2015 the state support in a form subsidiy:na compensation of part of expenses for payment of the first contribution (advance payment) under the contracts of leasing signed with the Russian leasing companies was provided to subjects of , carrying out a production activity in the industry sphere, of 59,1 million rubles. The volume of payments in budgets of all levels of the budgetary system Russian Federation in 2015 these subjects of made 556,8 million rubles, social efficiency of actions in 2015 is shown in creation of 450 new workplaces and preservation of 2 956 workplaces.
Since 2015 of the enterprise of the industry can use the new mechanism of federal state support – Fund of development of the industry, offering preferential terms of joint financing of the projects directed on modernization of the Russian industry, the organization of new productions and providing importozameshcheniya.15 February, 2016 between Fund of development of a promyshlennostiya Administration of Smolensk region signed the cooperation agreement within which the parties will interact on organizational, legal, economic, financial and technical problems.
