He 19 years (since 1965 on the 1984th) headed city executive committee. And it was the period when the city from dirty, unimportant, with the only asphalted street, turned into the modern industrial center with front lines for those times the structure of road system, city communications.
And this great happiness for Penza what exactly Alexander Evgenyevich appeared at a wheel those years. As an engineer, clever, erudite, strategic thinking and strong character, and in too time of people with generous, gentle, loving soul.
If today to walk on the city with a definite purpose, through each 50–100 meters it is possible to hang up plates: it is built, constructed, put, thought up at Scherbakov. Bridges and overpasses, inhabited massifs, including Arbekovo and the Western Glade, policlinics and hospitals, including an oncological clinic and being No. 6 (nowadays ambulance), "Rubin" sports palace, the Palace of pioneers on Bekeshskaya, "Zasek", Belinsky's park, Sovremennik movie theater, the city hall building, the Fountain, at last!
Certainly, not he one acted. But, as told, our well-known builder Valentin Zhuravlev, Scherbakov was able to force to work all, offending nobody thus.
It respected in the hometown and in the capital, he was able to find a common language with ministers and other capital officials on whom financing of all conceived city objects and projects depended.
Scherbakov's deputy Gennady Aristov said that the chairman of the Penza Executive Committee of the City Soviet of People's Deputies spent 40% of the time in Moscow. Money from there brought — only work hard!
The huge number of people came to a ceremony of farewell to the dead. Different. But generally it were hoary with age men, solid — those who worked with Scherbakov. And heads of all enterprises, establishments and departments worked. The whole generation of men who decided destinies of the city and area.
The ceremony took place in the city Center of culture and leisure. The coffin stood on a scene, and people walked in file to say goodbye. And this live chain lasted and lasted...
Farewell words on civil funeral were told by heads of area and the city. The governor Ivan Belozertsev called Scherbakov one of the most creative persons of the Soviet and Post-Soviet period.
The mayor of Penza Victor Kuvaytsev spoke about how Alexander Evgenyevich loved the city as worried about it till last days. And when the delegation from the city hall and City Council arrived to congratulate him on the 85 anniversary, he did not want to listen to solemn speeches: "Let's talk about the city, what plans at you? I too have some reasons, I can help you".
Even it was possible to make a portrait of the uncommon person of small farewell performances. And Victor Lazutkin told that Scherbakov communicated in Moscow from svetily domestic cardiology Lev Bokeriya, and that exclaimed: "You not simply person, you — the genius".
Here still some strokes. Being the deputy of the Supreme Council of RSFSR (by the way, several convocations) Alexander Evgenyevich conducted personal receptions, happened, since evening to 7 o'clock in the morning.
He was the only person who openly could criticize the higher administration and even the party management. Here both personal courage, and authority.
All spoke: his death — is huge loss. The person creator personifying an image of the Soviet head, the statesman left. It about such as it is sung: "Work at us such, care our simple — would live the country native... "
The country lives, Penza lives, but already without it...
