Income of the Pskov governor Andrey Turchak decreased in 2015 by half a million rubles to one million, and his spouse - twice to 37,9 million rubles, is spoken in data on the income published on a site of state agencies of the region. The real estate which Kira Turchak with the spouse Kira Turchak owns, remains invariable since 2013 - they possess three apartments with a total area of 404 sq.m. In personal property of the head of area also 1/3 shares of the apartment (80,7 sq.m) and land plot (12 hundred parts). Besides the family Andrey Turchak uses two apartments (223,5 and 75 sq.m).
In data on the income, as well as year before, it is specified that the spouse of the governor owns a 100% share in four companies (JSC Labyrinth, <0> of JSC Resource-91 , LLC "Aeroinvest Plus" and LLC "AK-Invest"). Three more (JSC "Management company "Leninets", LLC "Invest Service" and LLC "Volna-Shopping mall") belong to it in different shares. All companies of the spouse Andrey Turchak are in Saint Petersburg. JSC "Management company "Leninets" - one of co-owners of the company of the father of the governor Pskov region "Barrier" (enters into JSC "Leninets "-Holding"). Kira Turchak owns 0,1% of JSC "Management company "Leninets" directly, 99,9% – through LLC "AK-Invest" (given the list of affiliates of JSC "Management company "Leninets" for March 31, 2015).
In 2013 the governor promised Pskov region no later than May 1, 2013 will leave real estate belonging to it to France or leaves participation in the French company Societe Civile Immobiliere Villa De Flirey, he told about it to newspaper "Kommersant". Also he promised that it will close all the foreign accounts. The wife Andrey Turchak specified that 66,67% in SCI Villa De Flirey NPO when they with the husband published the declaration on the income and property for 2012 own. Since 2014 of Turchaki did not specify foreign real estate in property.
Then Kira Turchak declared to newspaper "Kommersant" that his wife "disposes of money on several accounts of legal entities - nonresidents in foreign banks outside Russian Federation". These accounts were not specified in the declaration. It explained that these accounts "opened since fall of 2008 and France Societe Civile Immobiliere Villa De Flirey non-profit organization" were used for participation in financing of the transaction on acquisition of the rights for a real estate object in the territory. The wife Andrey Turchak, his brother and the father were founders of this organization. The real estate for this company was bought to France at the end of 2008 at the expense of the credit in the Swiss bank. The credit was extinguished at the expense of the income from authorized kinds of activity of JSC Leninets Management Company, JSC Leninets Holding. Kira Turchak declared to newspaper "Kommersant" that the profit of these organizations has no relation to its work on a post of the governor.
