On March 31, 2016 meeting of Methodical council of Federal Antimonopoly Service (FAS Russia) on tariff regulation took place. On it there were about 80 participants, including representatives from all main labor unions, the regional power commissions, the adjustable organizations, and also members of Methodical council of FAS Russia.
Reports were made by the chairman of Methodical council, the deputy head of FAS Russia Anatoly Golomolzin, the assistant administrator of FAS Russia Pavel Subbotin and the head of department of regional tariff regulation Yulia Popkova.
"Discussion turned out very constructive. In discussion took part the majority present, - Anatoly Golomolzin noted. - It was a question of need of the adequate accounting of industry tariff agreements by consideration of tariffs and establishment of economic validity of expenses, including expenses on the earned payment".
According to him, here it is important to consider not only interests of employers and labor unions of the adjustable organizations, but also the main consumers of adjustable resources and the population. In this context that at adoption of tariff decisions as carrying out new tariff policy Councils of consumers are actively involved is important. Also approaches to formation of industry tariff agreements in the conditions of change of a paradigm of tariff regulation from an expensive method to methods of long-term tariff setting, the methods which are guided by indicators of the comparable prices (tariffs) can change.
"Industry tariff agreements in adjustable sectors and in sectors of free pricing differ from each other in approaches. Just as we seek for unification of methods of tariff regulation what it was declared among the major tasks of improvement of tariff policy of FAS Russia, it is expedient to seek and for unification of approaches under industry tariff agreements of employers and labor unions. Basic value will have here experience of industry tariff agreements in competitive sectors", - the chairman of Methodical council emphasized.
Following the results of meeting participants agreed to create the Working group on methodology and the principles of the accounting of expenses on the earned payment within tariff setting procedures. It is a common position of all participants of meeting. It is expected that this Working group will include interested persons and the organizations. On a course and results of the done work of FAS Russia will inform Russian Trilateral Commission on the Regulation of Social and Labour Relations. In particular, it will be offered to consider a question of practice of application of industry tariff agreements and elaboration of the general approaches to their formation and execution.
Carrying out Methodical council was provided within an assignment according to the decision accepted at meeting of Russian Trilateral Commission on the Regulation of Social and Labour Relations on December 25, 2015, and also the decision made at the Seminar with participation of representatives of territorial bodies of FAS Russia and heads of the regional power commissions which took place on March 3, 2016.
