Whether well paradox: we who not are not conceiving of the life without the Internet, without various gadgets to receive, for example, the certificate of lack of a criminal record, stand in line though it is possible to resolve an issue differently, it is much more convenient for myself. How? About it there was a conversation at the press conference which has taken place last Thursday in regional UMVD.
Now the police renders more than 40 state services. What provide information center and the center of license and allowing work of UMVD are most demanded.
As the chief of information center the colonel of internal service Tatyana Osmolovskaya, the most sprosovy - issue of references on existence (lack) of a criminal record and (or) the fact of criminal prosecution or told about the termination of criminal prosecution. Without it now you will not settle, for example, for one work connected with children. Only in three months 3 766 such references are issued. The information center with it is helped by MFTs which earned last year and with which close interaction is adjusted, – one third of references (1 074) was made out through them. That is it is possible to address for receiving this service in any next MFTs. But there is even more convenient way – it is possible, without leaving the house, to submit the application for obtaining this reference on the Internet, having used www.gosuslugi.ru portal.
Inhabitants of area while inactively resort to it – through the Uniform portal of state services in the first quarter only 285 statements arrived. It, of course, much more, than in the similar period of last year, we even the second after Tula in the Central federal district by number of addresses in electronic form but if to correlate to total number applied for the reference on a criminal record, is visible that many lost convenience and comfort, having given preference of turn and to excess visit to establishment.
We remind: to submit the application on providing the state service in issue of references on existence (lack) of a criminal record and (or) the fact of criminal prosecution or about the termination of criminal prosecution it is possible through the Uniform portal of providing the state and municipal services www.gosuslugi.ru. Personal presence will be necessary only for obtaining the reference, after receipt of the personal notice of its readiness, the applicant directed on an e-mail address.
Term of providing reference no more than 30 days. As a rule, in practice it is much shorter.
The electronic form of filing of application is convenient to that the request can be made in a place of stay in other region. It is especially actual, for example, for the students who are training in other regions and wishing to earn additionally. Then it is possible to arrive on vacation behind the reference to Kaluga, and it is possible and not to come, receive it in the stay region if at filing of application make the corresponding mark.
The information center also puts down an apostille on the official documents which are subject to export from the country. It is the only paid service (the state duty of 2 500 rubles), and there is it within five days from the date of submission of documents. It is provided in the first quarter to 24 citizens.
ITs also issues copies of the archival documents which are stored in law-enforcement bodies, and certificates of recovery of victims of political repressions. In the first case term does not exceed 30 days, in the second – three months from the moment of statement registration.
The fifth state service is a voluntary dactyloscopy. It is provided in territorial bodies of the Ministry of Internal Affairs in a residence or in the form of the Internet address through a portal of state services. On procedure only 15 minutes are required. After all now "roll away" fingers by means of live scanners, without paint, hands are not soiled, simply to the device put palms and all – information instantly gets to a database.
For some reason this service not really while is demanded – in the first quarter voluntary there studied dactyloscopy only four persons. The author of these lines, by the way, attached the fingerprints in a database several years ago directly on one of press conferences. Not only for the sake of the interest, everyone in life happens, sometimes it is impossible to identify the person, to identify his personality, for example, at memory loss... But we will not be about sad.
Let's add that information on providing state services can be received on personal reception, by phone or on UMVD site. Preliminary record of citizens on submission of documents or receiving result of state services is organized. And, by the way, it is not so obligatory to come to ITs by the reception beginning to create turn. However, and the staff of the center is ready to it. Video cameras allow to trace a situation, and in case of need to the aid to unload turn, the additional employee comes. So the waiting time usually does not exceed 15 minutes.
From the wide list of state services 27 appear divisions of the center of license and allowing work of UMVD. Among them – licensing for acquisition, permissions to storage and different carrying the weapon, on its transportation; notices of sale, return or replacement; certification on private detective, security activity, etc. As the chief of the LRR center police lieutenant colonel Alexey Glazkov told, in three months about 5,5 thousand state services and only more than 1,5 thousand - in electronic form are rendered. Legal entities more actively than citizens use this resource, having estimated its advantages. Inhabitants of Kaluga and Obninsk are more advanced, than rural workers that too is explainable – not in all remote settlements people have an Internet access.
- The problem while exists, - Alexey Vladimirovich notes. - The few citizens are registered on a portal state - services. Those who addressed to it, understand, what plus gives it. The one who was registered on www.gosuslugi.ru, has opportunity to address practically in all divisions of authorities beginning from police and finishing municipal authorities.
Let's repeat: electronic addresses along with the traditional written are registered and considered in due time and even earlier with the answer direction to the citizen. Yes, it is necessary to pay visit to law-enforcement bodies nevertheless – documents are issued personally to the applicant, but do without primary visit that significantly saves time.
Besides, citizens have an opportunity directly to influence quality of state services, estimating efficiency of actions of the relevant structures, on a site " your control ". Responses give an assessment to quality of work and promote its improvement.
