The Petersburg parliamentarians at Legislative Assembly meeting intend to consider on March 22 in the first reading the resolution on additions in KOAP of Russia. They found a gap in the Russian legislation which forbids to walk potentially dangerous dogs without muzzle and a lead, but thus does not prescribe any punishment for it. It created a collision with performance of the local legislation where responsibility is established, but cannot be executed as does not allow to interfere polices as to federal structure.
