Tortures to the second attempt

The State Duma Committee on the legislation approved amendments to the second reading the bill of toughening of criminal liability for the tortures applied to prisoners. United Russia party members tried to consider part of critical remarks of human rights activists to the first version of the bill. Besides, it is offered to enter punishment till 15 years of imprisonment for the tortures which have entailed death of the victim or heavy harm to its health.
