In Council for human rights at President of the Russian Federation will prepare the report on system violence in Federal Penitentiary Service. Among measures for correction of a situation can suggest to raise salaries to the staff of institutions and to provide the principle to "inevitability of punishment" for caught on tortures. Representatives of SPCh will prepare the report for an annual meeting with President of the Russian Federation which is planned for December 9. The document also will be submitted to the new management of Federal Penitentiary Service, to the public prosecutor Igor Krasnov and to the ombudsman Tatyana Moskalkova.
