Правовые нормы в сфере коллективной безопасности должны работать на опережение, считают в международной организации Парламентская ассамблея Организации Договора о коллективной безопасности (ОДКБ) в этом году отмечает 15-летие. Пройден большой путь, в портфеле ассамблеи уже больше 70 модельных актов по вопросам безопасности, на которые ориентируют своё законодательство страны ОДКБ. Но современность ставит новые вызовы, в том числе вопрос о смещении фокуса законотворческой работы: пора расширять повестку и переходить от борьбы с угрозами к их заблаговременному предупреждению.
