The Secretary of State of United States of America Anthony John Blinken declared that dialogue between Washington D.C. and Moscow is possible if the Russian side "decides not to aggravate a situation". According to him, the administration Joe Biden wants the stable relations with Russian Federation, however their destiny allegedly completely depends from Vladimir Putin.
