Why preferential changes with MTsD affect the bus for Muscovites, but will not be for zelenogradets

Standard way of the Zelenograd passenger: the subway, electric train, the bus from Kryukovo's station. With MTsD-3 start the trip by an electric train at last will cost almost as to the subway, plus still free change, but zelenogradets all the same remain Muscovites of the second grade. Because Kryukovo's station will be in so-called "suburban" zone MTsD, for us there will be no preferential change with MDTs on the bus — the overall cost of a trip even if the passenger kept within 90 minutes will be written off.
