Dear friends! I welcome participants of the Forum of the twin town and municipalities of the countries of BRICS. The initiative of holding meetings in this format originates actually from the moment of the birth of the association. The forum was approved as a useful and demanded platform for communication of representatives of self-government institutions of the states of "five" for an exchange of opinions on the vital issues of developments an urban environment. It is symbolical that today's meeting takes place in one of the oldest cities Russian Federation which history totals more than 1000.
