Russians can start fining and arresting for walking of a dog without lead and a muzzle. The initiative to enter such punishments was taken by the president public organizations "Collective protection" Amanliev Marat. "For walking of a dangerous dog without lead and a muzzle it is offered to enter a penalty from 30 to 50 thousand rubles" — Amanliev Marat in the letter sent to the speaker of State Duma of the Federal Assembly of the Russian Federation to Vyacheslav Volodin writes.
