- Andrey Andreev, tell, please, that connects you with Bratsk and why you chose this not capital city for continuation of the political career?
- Everything is very simple. With Bratsk I am connected by history of 2016. Elections of deputies of State Duma of the Federal Assembly of the Russian Federation. According to the proposal of the governor Irkutsk Region Sergei Levchenko, I participated in elections on the Brotherly one-mandatory district which included not only Bratsk and Bratsk district, but also northern territories of the region.
- And you then lost...
- I consider that we simply did not have time. At our campaign late start turned out and we did not manage to convince people of the ability to protect their interests. But then I "plowed" all northern areas and now perfectly I imagine problems of these territories. I know about a situation there more, than many local figures. It to the question "the local-not local".
- Both, after all, why and this time Bratsk?
- Bratsk the special city not only for Irkutsk Region, but also for all country. At the time of big buildings through it passed about one million people, it is the second-large city of the region. And here now people are left with the problems alone. First of all, it occurs because of inability and unwillingness of local authorities to be engaged in everyday work on improvement of life of citizens.
the City power actually stays idle, and residents with bitterness say that "the mayor sold us to Integrated company "Rossiysky alyuminy"". It is a question, first of all, of ecology which is ruined by the large industrial enterprises Bratsk with the connivance of officials.
the Second problem Bratsk - the medicine, is more exact - lack of qualified personnel. Recently in the city the branch the Irkutsk diagnostic centers opened, but to treat residents of Bryansk according to the made diagnoses there is nobody. Yes, the medicine is responsibility of the regional power, but the city hall and local deputies have to create conditions that experts wanted to remain and work in Bratsk. In this direction almost becomes nothing.
At last, transport. Bratsk - the big city on the area which needs modern transport system, and its remoteness from Irkutsk and other large cities demands special attention of the authorities to transport availability. Plus of a problem of municipal municipal services.
generally, Bratsk needs changes. I think that vote on these elections became result of opposition of those forces which got used treats the city and its inhabitants as resources for an earning of money, and those who wants real changes to the best. Certainly, played a role and the federal agenda, that pension reform which Communist Party of the Russian Federation firmly opposes.
- That is, taking into account other winners of one-mandatory districts in Bratsk it turns out, what in the city the real protest vote took place?
- Yes. And if you look at results of vote in Bratsk on the uniform district (party lists), Bratsk became the only city in which "United Russia" Party occupied at all the second, and the third place.
- And further that? Well residents of Bryansk "exhausted" during this vote and now everything again will calm down to the following elections?
- will be is farther in Bratsk by elections of the mayor and deputies of City Council. But I think that the present mayor simply has no right to remain on the post until the end of powers. Certainly, "United Russia" Party let itself deals with it on the party line, but considering a situation with completely failed program of resettlement of citizens from a shabby and hazardous dwelling, and also taking into account other unresolved problems, Serebrennikov Sergei has to resign itself, in general, .
By the way, it promised it in 2015 if elections of the governor are won by Sergei Levchenko. However the promise did not keep. Therefore I do not hope for such courageous act of the brotherly mayor. As showed the last elections, residents of Bryansk too were tired to suffer the present town governor. Probably, now and the federal authorities Bratsk and numerous violations will pay attention to work of the mayor.
- Coming back to your work in Legislative Assembly. How it will be combined with work on a post of the director of development the Irkutsk airport?
- I already said that transport availability to residents of Bryansk and other inhabitants Irkutsk Region is both a survival question, and a necessary condition for developments the region. Now we have a situation, when in the same Bratsk a huge strip, any port infrastructure and only three flights to week to Irkutsk, and also one carrier to Moscow.
In the region there are airports which are extremely inefficiently used. We want to collect on the basis of the Irkutsk airport of the air enterprise of the region systematically and consistently to improve aircraft service to Irkutsk Region. It is convinced that only the state can plan and realize long-term infrastructure projects which do not bring momentary benefit, but, eventually, have decisive impact on development the region.
As for as a whole work Regionalny parlament, think, we have to pay more attention to social protection of citizens and defend their interests. It concerns also pension reform, and preservations of low power tariffs, and other questions.
Also to deputies should support idea of the governor Sergei Levchenko and to get into gear on creation of the five-year plan for Irkutsk Region, and then and on its realization. Such plan will give the chance to businessmen to agree on the business projects with the main directions of development territories, and inhabitants Irkutsk Region will be able to look forward surely, understanding prospects of the region.
